2 things I see:
LIBS may be undefined for some reason

I've compiled with IFC on our intel cluster with
MPI_A=/usr/local/mpich-eth-intel/lib/libmpich.a -L
/usr/local/mpich-eth-intel/lib -lmpich -lmpichf90 -lmpich -lPEPCF90

Have you also checked that the mpich directories are correct for your
machine?
