To run under Windows I suggest you buy 2Gb RAM and a 3.4GHz P4 or higher 
with hyperthreading. It will depend of course on how much you're willing 
to spend but considering that electronic equipment becomes outdated 
really fast you're investing in the future as well.

Also the latest versions of Windows like XP,2003 or even the prototype 
Longhorn take up some amount of resources and you should be ready to 
spare them (you could alternatively install Windows 2000 which takes up 
meagre resources). Also my advice is not to install too much junk into 
your Windows box and keep track of the programs running in the 
background by careful inspection of msconfig.exe and services.msc. Any 
needless applications running in the background like Office, Acrobat or 
MSN should be struck off the startup list.
