Do you know how your sysadmin checked for this shared memory usage?

You don't need a website for those options. They depends on your compiler. try
man gcc
or
man ifort
or
man mpicc
...
FFLAGS are the falgs used for general fortran compiling,
FFLAGS_LIBS: special falgs for libs
FFLAGS_PAR: special flag for parallel
