The question (...still largely unsettled, as far as we can tell...) should be 
connected with the relative intensity of the vdW interactions. Tomasz 
Wesolowski in Geneva is one who has been working a lot on this subject, 
albeit with a different approach (orbital-free DFT). Have a look at this page
