I don't know. I've noticed the same and trusted the guy who coded it (Jean-Paul Crocombette). The factor 3 could come from the fact that the <v>^2 is calculated as the sum of the x,y, and z components, instead of just one of them as it is (I think) in Savrasov's formula. If you have another way of checking, please do tell me. You could for example compare with Savrasov's data for some elements (which is what Jean-Paul did, I believe).
The Lorentz quantum definition could just be typos. Maybe not.
