Thanks for TakeShi Nishimatsu 's help. The problem has been solved. It really concerns the time stamp of "Makefile" file. The "touch" command in our system is very strange. It makes the time stamp of file a day before the local time. The "date" command shows the correct time and date.
After resaving the "Makefile" file,  everything goes ok.
