Hello JSun,
No, you don't have to.
I have added the dynamic libraries to the abinit-5.8.4\bin directory
(cygwin1.dll, cyggcc_s-1.dll and cyggfortran-3.dll) and abinis should be
able to find them there. It is easy to test ... install abinit and
invoke abinis - let's say from the abinit-5.8.4 directory with a
bin\abinis.exe. You should see the prompt "Give the name of formatted
input file:" ... and type a few <return> to get out. If it complains
saying abinis cannot find cygwin1.dll (or another dll) tell me that you
are in trouble.
Installing cygwin is quite easy and you will benefit from a more
Unix-like bash terminal, classic utilities, etc - nice if you are
familiar to them but it is not a must. But if you do, I would advise to
rename the abinit-5.8.4\bin\*.dll (let's say to *.bak to be safe before
deleting them) in order to avoid mixing these dlls with the versions
included in cygwin.
