For the impatient I have set up a download site on my server for the new 
Windows version (g95) of abinit.
The binary includes standard options plus the nanoquantaxc library.

You may download it at

Feel free to test it and compare timings with other operating systems.

Hopefully this new version will be online at the abinit site sometime 
this month.
