Thank you for the advice but I'm still having no luck getting the program to 
compile. I have tried to use both the --with-mpi-prefix=xxxx option and then 
when that didn't work used

configure  --with-mpi-cpp=/usr/bin/mpCC --with-mpi-cc=/usr/bin/mpcc 
--with-mpi-cxx=/usr/bin/mpCC --with-mpi-fc=/usr/bin/mpxlf90

which compiles the code until the link stage whence 

        ABINIT/config/wrappers/wrap-fc -qsuffix=cpp=F90:f=f90 -qfree=f90 -O3 
-qmaxmem=65536 -qspill=2000 -qarch=auto -qtune=auto -qcache=auto -qstrict 
-qsuppress=1520-022:1520-031    -o  abinip
ABINIT WRAPPER BEGIN
xlf95 -qsuffix=cpp=F90:f=f90 -qfree=f90 -O3 -qmaxmem=65536 -qspill=2000 
-qarch=auto -q
