As stated in "~abinit/doc/config/build-config.ac", you should first use the
"--enable-mpi=manual" option if you want to specify all these parameters
yourself. Please refer to the following page too for more details about this:

Yet seeing your parameters I would have done:

./configure --enable-mpi=manual FC=mpxlf90
