Dear F. Chu,
Supposing that there is a _WFK file that has not been corrupted
by the power failure, you should be able to restart from it using irdwfk=1 .
Such a file is written during
intermediate steps if you are using mkmem=0 (while if the k points
are kept in core memory, there is no such intermediate writing of file ...).
See the explanation in Section 4 of doc/theory/set_WFs.pdf .
There are several examples of restarts using irdwfk in the
tests/fast/Input/*in files...
