Dear Conor,
I'm not the right person to answer your question. But, in principle, 
outkss.F90 has been parallelized as you noticed and it used to work 
properly in version 4.1.x of abinit (I think).
I know for sure that some changes made two years ago broke the 
parallelization of the code, but it has been fixed by Marc Torrent. I 
don't know what is the current status of this subroutine.
Which version are you using? Maybe you could turn to a newer (or an 
older) version...
