No, gcc 4.0.2 is not able to compile abinit (for as much as I know).
In fact 4.0.2 is the latest release.
The actual last snapshot is 4.1.yyyymmdd
Yet you won't find snapshots in evry mirror. You have to find one like this
one:
ftp://ftp.irisa.fr/pub/mirrors/gcc.gnu.org/gcc/
Which is hosting snapshots.

Then download one and try it. Some may fail.

for instance I'm using
gcc 4.1.0 20051015 which works pretty fine for current (5.0.0)
development version of abinit.
